Key Caps Help

Is old OS 9, Key Caps feature, on OS X? Where do I find it?

My immediate need is to get a ` directly over a u .

Like this: ù ? Press option-`, and then the U key.

The replacement for Key Caps can be enabled through the International preference pane. Click on "Input Menu" and check the box for "Keyboard Viewer" - you can now access it through the little flag in your menu bar, near your clock.
