I am currently using
AffordableHOST. I'm paying $45 a
year, but they have starter plans for $20 a year (cheapest I have seen). Recently, their upstream provider (SprintLink) has been giving them some problems (slowness and outages), but they are moving to a new datacenter soon, so the problems will be gone. AH gives you all the standard Linux hosting services (FTP, POP & SMTP, CGI, SSI, PHP, mySQL, etc.)
I'm not too familiar with the AppleWorks and Office HTML creators, but the AppleWorks creator is probably very simple, just like Apple's other products. I usually code my pages myself, and if I can't figure something out I use Adobe GoLive.
