Boot up in Safe mode (hold down the shift key at boot for about 15 seconds) and then see if you can delete the program. Remember to do a normal boot when you've done.

How do I delete apps on OS

Another simpler way is to click on the Apple symbol at the tope left corner of your screen and then click on restart on the menu. This will close all programs and restart your computer. Then you can just delete the app as you normally would by dragging the app from your Applications folder to the trash bin at the bottom right of your computer screen. There are apps which will help you delete apps from your mac. Check them out at the App Stpre.

I assume you've checked the apps preferences to see if it has an "automatic start at boot" option, if so then check system preferences/accounts and ensure the app is not in the "start at boot" list
