Convert a letter to HTML format

What do I need to do convert a normal text letter that has spaces between lines and paragraphs to html format without having everything run together. (like all in one paragraph)

I need to have the letter HTML formatted with spaces and paragraphs.
As it is, every time I enable HTML everything runs together within one paragraph.

That's the best I can explain it.
